THE DEVELOPMENT OF AFFORDABLE HOUSING HAS A POSITIVE IMPACT NOT JUST ON FAMILIES WHO ABLE TO LIVE IN AFFORDABLE UNITS, BUT ON THE LOCAL ECONOMY AS WELL Conference Agenda: Increase in Payment Standards for Section 8 Housing Choice Vouchers Debbie Taylor-Allen, Director of the KCDC Section 8 program Debbie has been with KCDC since 1991 and has worked with Multi-family, Low Income Housing Tax Credits, Public Housing and Section 8. She currently directs the Section 8 program for over 4000 rental assisted units around Knoxville/Knox County. These include the Moderate Rehabilitation Program units, Veteran Affairs Supportive Housing (VASH) vouchers, Mainstream Vouchers, Homeownership and Regular Housing Choice Vouchers. She is a certified Section 8 Manager and Public Housing Manager. Before coming to KCDC in 1991, she was the property manager for seven years for over 480 units around Knoxville. She currently serves on the Family Crisis Center Advisory Board and she is the Co-Chair of the Knoxville/Knox County Homeless Coalition. She has been a member of the Community Leadership team since 2011. Affordable Housing Development and Investment John Shepard, Vice President, Elmington Capital Group  John is responsible for the acquisition and development of multifamily properties, including sourcing, entitlement, capital raising, structuring, and the development of new markets. John’s expertise includes public finance and the structuring of public-private partnerships, particularly in the areas of affordable and mixed-income residential development. Prior to joining Elmington, he led the real estate activities of a land trust in Jackson Hole, Wyoming. John received a B.A. from The University of the South in Sewanee, Tennessee and a J.D. and M.B.A. from Harvard University.  Chris Osborne, COO & Asset Manager, HomeSource of East TN At HomeSource Chris is responsible for resource development, grant management and compliance, development of new initiatives/programs. HomeSource East Tennessee offers high quality, affordable and accessible rental opportunities throughout Knoxville and the East Tennessee region.   David Ault, VP of Knoxville Leadership Foundation KLF’s Neighborhood Housing program provides buyers with high quality, moderately priced homes, as well as up to $29,000 in grant money to assist with the housing purchase. Homeowners attend homebuyer education clases and generall contrivute on $1,000-$1,600 toward closing costs and fees. Families with low to moderate incomes oftern find the American deream of homeownership of of reach. Yet homeownership enriches our city and strengthens our neighborhoods and families.   Tax Credit Benefits for Affordable Housing Developers Linda Rust, City of Knoxville Community Development Administrator Linda is responsible for the completion of the U.S. Department of Housing and Urban Development (HUD) Annual Action Plan, CAPER, and Five Year Consolidated Plan for the City of Knoxville * Public speaking and community engagement on affordable housing and community development activities * Manages HUD Community Development Block Grant (CDBG) programs that benefit low and moderate income residents, including those people experiencing homelessness * Participated in PlanET (Sustainable Communities Regional Planning Grant) * Financial responsibilities include budgeting and preparing/drawing down funds from HUD's Integrated Disbursement and Information System (IDIS) PANEL DISSCUSSION TO FOLLOW PRESENTATIONS.   A Complimentary Continental Breakfast & Lunch will be provided by: Knoxville Knox County Homeless Coalition & Positively Living
