      Otsego County Local Gov't Training Workshop

      The Otsego County Planning Department offers an annual workshop on planning and zoning topics. This year’s workshop will be held on the following date:

      Date: March 06, 2013 

      Time: 5:30PM—8:45PM             

      Location: Meadows Office Complex, Training Classroom A&B

      Local officials from Otsego, Delaware, and Schoharie counties are invited to attend. Registration will be open until March 4, 2013 and is limited to the first 80 registrants.

      The sessions offered in this workshop can qualify to meet the state training requirement for members of planing boards and zoning boards of appeals. There will be a total of three credit hours offered. These types of training opportunities are limited, and local officials in need of credits are encouraged to attend. Refreshments will be provided.


      The following topics will be presented:

      5:30PM - 7:30PM   ->   Stormwater Regulation for Local Review Boards

      Nearly every project that comes before a board for review has stormwater impacts to consider. This course examines the relationship between different types of development and the potential for environmental damage from increased runoff, on-site best management practices, and the specific role of project review boards to mitigate stormwater impacts from new development with local, state, and federal regulations.

      7:45PM - 8:45PM   ->   Article X

      New York’s Article 10 of Public Service Law for the siting of electricity generating facilities of more than 25 thousand kilowatts (or 25 MW) is designed to streamline the application process and to promote efficient and renewable energy, including wind power. This course provides a brief history of Article 10, and it describes the composition and authority of the seven-member siting board, the new intervenor accounts to assist municipal and public participation in the process, and the implications of the law for local planning and land regulation.


      Courses will be taught by staff of the New York State Department of State , Division of Local Government.
