      Intro to Community Choice Aggregation

      Late in the process to develop a climate action plan (CAP) for Sunnyvale, the consultant told the Horizon 2035 Committee, the citizen group helping draft the plan, of a single action the City could take to dramatically increase the carbon emissions reduction under the CAP.  Horizon Committee members were intrigued.  

      A ten-year-old State program, Community Choice Aggregation (CCA), allows  communities to purchase power directly from energy producers, while continuing to use the local utility to deliver it to homes and businesses.  Such a hybrid system would enable our community to purchase more clean, renewable power than PG&E alone can provide--at a price competitive with the current system. Enabling Sunnyvale residents to purchase energy through a CCA could be the most effective single action our city could take to reduce our collective carbon emissions. 

      How might a CCA program work?  What might advantages and disadvantages be?  

      Gerry Glaser had been independently researching how to decrease greenhouse gas (GHG) emissions from energy production years before he was appointed to the Horizon 2035 Committee and the Sustainability Commission. He will share what he has learned during his recent intensive study of the topic during this presentation. (He will be speaking in an unofficial capacity.)
