This annual event is funny as hell. My family and I stumbled across this several years ago as we drove up the GW Parkway. All these people were gathered along the bank of the Potomac so we stopped to see what the fuss was all about. I thought somebody found a body or something. Typical pessimistic Washingtonian. Anyway, it turned out that this boat was buzzing around in the water pulling a dude in a santa suit and a bunch of other people people dressed up like reindeer and elves. It was hilarious.
