Issues for Consideration: This taskforce will study the cost drivers of the current healthcare delivery system. This will encompass perspectives from the provider, payer and governmental systems. This taskforce will also deal with the process for spreading risk and plan design ramifications for an insured population This taskforce will study and recommend changes to the current healthcare system from the individualÂÂ's perspective. It will recommend principles that will drive behavioral change for healthcare consumers, including financial incentives. This taskforce will study the current delivery system and make recommendations for improvement that will result in a more rational and efficient delivery of healthcare. Among issues to be discussed will be the prioritization of treatment populations, alignment of incentives and a reduction in abuse of the system.
