China is widely applauded for its rapid economic growth in the last three decades. However, such rapid growth has taken a high toll on Chinese society in terms of the natural environment and social justice. To achieve sustainable development, the Chinese government will have to address two major issues: regional disparity of wealth and environmental degradation. Since 2000, the Chinese government has implemented a number of major regional policies and made specific plans in major regions to alleviate social and natural tensions. One of the new measures in recent years is Main Functional Zoning (MFZ), which has been included in the Twelfth Five-Year-Plan. All of the land has been classified into four types: optimized, prioritized, restricted, and prohibited development zones. This talk will introduce why and how MFZ was established, against the general political and institutional background of China, and will analyze the role of MFZ in achieving balanced regional development in China.
