Event details: Leadership & the Human Resource Challenges in the Public ...
Description
The contraction in the economy has resulted in government decisions with far reaching human resource implications for staff in departments and other public bodies. This is occurring in parallel to the Transforming Public Services agenda, the possibility of further measures under the report of An Bord Snip Nua, and decentralisation. Measures introduced to date include an incentivised system of early retirement; a moratorium on recruitment and promotion; and a pension levy on public service pay. Consequences of these measures can include an absence of promotional opportunities for the foreseeable future and a decline in staff morale. At the same time, the public are demanding more of less staff, and an ambitious reform agenda requires implementation. This seminar will therefore consider the HR challenges facing the public service and significant leadership role public service managers have to play in guiding staff through this period of change.
The seminar is part of a four part seminar series Modernisation and Change: Public Services in 2010. The series commenced in November 2009. Further seminars in the series include:
Getting the Senior Public Service Right: Learning from Abroad - TBC January 2010
